CSCBCFMDC (Chandigarh Scheduled Castes, Backward Classes and Minorities Finance and Development Corporation)

Chandigarh Scheduled Castes, Backward Classes and Minorities Financial and Development Corporation was set up under the Companies Act, 1956 during the year 1979 for the economic upliftment of poor Scheduled Castes living below poverty line. This Corporation is also acting as Channelising Agency for providing financial assistance to the persons belonging to Scheduled Castes, Backward Classes, Minorities and dependents of SafaiKaramcharies under National Scheduled Castes Finance and Development Corporation (NSFDC) (Loan started 1992-93), National Backward Classes Finance and Development Corporation (NBCFDC) (Loan started 1998-99), National Minorities Development and Finance Corporation (NMDFC)(Loan started 1998-99) and National SafaiKaramcharis Finance and Development Corporation (NSKFDC) (Loan started 1999-2000) .

SHARE CAPITAL

The authorized share capital of the corporation is Rs. 30.00 crore and the Paid up Share Capital is as under:-

2) Central Share Rs. 11, 55, 25, 800.00

TOTAL Rs. 24, 48, 59, 800.00

Administrator U.T. Chandigarh holds all the shares excepting one each by its nominee viz. Secretary Social Welfare, Special Secretary Finance and Managing Director.

a) LOAN UNDER NSFDC SCHEME

The Corporation started giving loan under NSFDC schemes from 1992-93 onwards. The Government of India, Ministry of Social Justice and Empowerment provided Block Guarantee of Rs.400.00 lacs to NSFDC on behalf of this Corporation. The loan is given at @ 6% per annum as interest. The eligibility criteria is that applicant, annual family income should be below double poverty line i.e Rs. 1,20,000/- per annum in Urban Area and Rs. 98,000/- in Rural Area. Subsidy @ 25% of the loan amount or Rs. 10,000/- whichever is least is provided to SC beneficiaries as per norms of Govt. of India, having annual family income below poverty line (Rural 49,000/- P.A. and Urban 60,000/- P.A).

EDUCATION LOAN

NSFDC provides Education loan upto RS. 10.00 Lakh ( for Studies in India ) and upto Rs. 20.00 Lakh ( for studies willing to study from foreign country) loan covers upto 90% of the expenses and remaining 10 % is covered by shall be borne by the applicant/SCA. The loan granted has very low rate of interest of 4% p.a. For loan upto 7.50 lacs repayment period is 10 years and loan above that repayment period is 15 years.

PROFESSIONAL /TEHCHNICAL COURSES COVERED

Education Loan shall be provided for pursing full time Professional / Technical courses in the fields of Engineering , Medical Dental , Management , Information Technology, Hotel Management , CA/ICWA/CS/AMIE/FIA/IETE and any other course certified as a Professional/ Technical course by the authorizing body appointed by the appropriate Government.

Chandigarh Scheduled Castes, Backward Classes & Minorities Financial and Development Corporation Limited is the State Level Channelizing Agency for National Scheduled Castes & Finance and Development Corporation (NSFDC). We provide loans for setting up and running self-employment venture at concessional rates of interest as per National Corporation norms.

Eligibility Criteria:

  • Applicant should belong to any one of the castes declared by Chandigarh Administration as Scheduled Caste.
  • He/ She must be a resident of Chandigarh of the last 2 years.
  • The annual family income of the applicant should not exceeds Rs. 98,000/- p.a. in rural area and Rs.1,20,000/- in urban areas.
  • There is no bar on qualification. Age between 18-55 years.

Enclosures with application:

  • 2 passport size photo.
  • Self Attested copy of Scheduled Caste Certificate issued by the Competent Authority.
  • Proof of resident of 2 years of U.T. Chd
  • Self Declaration regarding annual family income.
  • Proof of business place.
  • Proforma invoice from supplier of machinery/material etc. (applicable for loan amount exceeding Rs. 25000/-)
  • In case of loan for vehicle copy of proper LTV Driving license.
  • Margin Money as per Rule.

CRITERIA OF SURETY/SECURITY FOR LOANS UNDER NSFDC SCHEME

“If the applicant has no tangible assets or any third person is not ready to furnish collecteral surety for him/her, the surety of employees as follows shall be accepted:-

  • That surety should be regular employee of Govt./Semi Govt./Autonomous Body/ Board/Banks/Corporation and his/her date of retirement should fell after five years of the disbursement of loan.
  • The annual gross salary of surety/ sureties should be equal or more than the amount of loan. The number of sureties should be at least one for the loan amount upto Rs. 50,000/- or the annual gross salary of single surety should be equal or more than the amount of loan.
  • LOAN UPTO Rs. 10,000/- is provided without any kind of guarantee/surety only on Personal Bond of the applicant.
  • LOAN EXCEEDING Rs. 10,000/- to Rs. 25,000/- is provided on third party guarantee who is filling ITR or a Guarantee of a Govt. Employee.
  • LOAN EXCEEDING Rs. 25,000/- is provided on guarantee of a Govt. Employee

After receiving the loan application, the Field Officer/Verifying Official of the corporation personally visits and verifies the contents given in the loan application. After recommendation by the Field Officer or Verifying Official, eligible candidates are called before the Project Implementation Committee (PIC) consisting of the following members for interview:-

  • Company Secretary : Member
  • Chief Financial Officer : Member
  • Administrative Officer : Member

The PIC interviews the candidate and select/reject the same. After selection by the PIC, the cases in which the required formalities are complete, are sanctioned and disbursed within 7-days. In incomplete cases, the applicants are asked to complete the required formalities/documents for sanction their cases. Amount of loan upto Rs,. 25,000/- is transferred to Aadhar Card linked Bank of the applicant.

B) LOAN UNDER NSKFDC SCHEME

In the month of April 1998 the Chandigarh Administration authorized the Chandigarh Scheduled Castes, Backward Classes and Minorities Financial and development Corporation to act as Channelising agency for NSKFDC for extending the loan facilities especially to the dependents of SafaiKaramcharis in the U.T. of Chandigarh. There is no upward income limit criterion under the scheme.

The loan is given @6% per annum as interest.

OBJECTIVES

To promote socio-economic upliftment of Safaikaramcharis and their dependants by way of providing financial assistance at concessional rate of interest for income generating activities and loans to students for pursuing professional and technical education.

To provide technical and professional training for Skill Development of the target group.

ELIGIBILITY CRITERIA

  • The applicant should be dependent of Safaikaramchari working in any Govt. Offices, Govt. Undertaking etc or a person working as Safaikaramchari in Private sector but he has to submit a certificate regarding Safaikaramchari from the Gazetted Officer of Municipal Corporation.
  • There is no upward income limit criteria under the scheme.
  • The is no bar on qualification. Age between 18-55 years.

Enclosures with application:

  • 2 passport size photo.
  • Proof of resident of 2 years of U.T. Chd
  • Affidavit regarding proof of family income.
  • In case Safaikaramcharis, proper proof of having being Safaikaramcharis or their dependent.

TYPES OF LOAN

TERM LOAN:- Term loan costing the projects upto Rs. 10,00,000/- including sanitation based equipment is given.

  • RATE OF INTEREST:- 6% per anum.
  • REPAYMENT PERIOD:- 5 Years

MICRO-CREDIT FINANCE (MCF):- MCF is provided for Small Petty trades/Buisness and Sundry income generating activities. Maximum loan is available Rs. 30,000/- per beneficiary.

  • RATE OF INTEREST:- 5% per anum.
  • REPAYMENT PERIOD:- 3 years

MAHILLA SAMRIDHI YOJNA (MSY):- Loan under MSY is provided to Women Safaikaramcharis and their dependants daughters upto Rs. 30,000/- per beneficiaries.

  • RATE OF INTEREST:- 4% per anum.
  • REPAYMENT PERIOD:- 3 years

EDUCATION LOAN:- Education loan is extended to the members of Safaikarmcharis including Scavengers and their dependants for pursuing professional or technical education at graduate and post-graduate level and also for higher study in Engineering, Medical, Management, Law, Diploma in Physiotherapy, Pathology, Nursing, Diploma in Hotel Management and Tourism, Geriatric Care and Academic courses at Graduate and post Graduate level like Bachelor of Education, Ph.D, Languages Courses, BCA, MCA, Diploma in journalism and Mass Communication etc. to maximum loan limit of Rs. 10.00 lacs for study in India and Rs. 20.00 lacs for study in Abroad.

The applicant should also be the resident of U.T. Chandigarh. The loan is granted as per annual action plans approved by National Backward Classes Development Corporation, New Delhi.

  • In case of loan for Auto rickshaw he should have permission from STA, Chandigarh and valid/proper driving license.
  • The annual family income of the applicant should not exceeds Rs. 98,000/- p.a in Rural Areas and Rs. 1,20,000/- in Urban Areas.

  • LOAN UPTO Rs. 10,000/- is provided without any kind of guarantee/surety only on Personal Bond of the applicant.

D) LOAN UNDER NMDFC SCHEMES

The work of loan to Minorities (Sikhs, Muslims, Parsi, Buddhist, Jains, Transgender and Christians) was started during the year 1998-99.The loan is granted to the persons belonging to minority communities @6% p.a as interest. Applicants having annual family income below DPL are eligible for loan. The applicant should also be the resident of U.T. Chandigarh. The loan is granted as per Annual Action Plan approved by National Minorities Development and Finance Corporation, New Delhi. NMDFC also provides grant upto 85% of the cost for training to women belonging to minority community under Mahilla Samridhi Yojna & other minority community subject to the schemes to be approved by NMDFC.

ELIGIBILITY CRITERIA

  • Applicant should belong to the minority Community.
  • He/She must be a resident of resident of Chandigarh of the last 2 years.
  • In case of loan for Auto rickshaw he should have permission from STA, Chandigarh and valid/proper driving license.
  • The annual family income of the applicant should not exceeds Rs. 81,000/- p.a. in Rural Areas and Rs. 1,03,000/- in urban areas (Credit-I).
  • As per NMDFC has approved the annual Family income is upto Rs. 6,00,000/- p.a (Credit-II).

MICRO AND OTHER LOAN

  • LOAN UPTO Rs. 10,000/- is provided without any kind of guarantee/surety only on Personal Bond of the applicant.
  • LOAN EXCEEDING Rs. 10,000/-to Rs. 25,000/- is provided on third party guarantee who is filling ITR or a Guarantee of a Govt. Employee.
  • LOAN EXCEEDING Rs. 25,000/- is provided on guarantee of a Govt. Employee

EDUCATION LOAN SCHEME

Maximum permissible loan is as under:-

  • Upto Rs. 3.00 lacs for Short Term High Skill Development Course of one year duration.
  • Upto Rs. 10.00 lacs for Professional & Job Oriental Degree Courses’ in India with a maximum duration of 5 years @ Rs. 2.00 lacs per annums.
  • Upto Rs. 6.00 lacs for ‘Professional Post Graducate Courses’ with a maximum duration of 5 years @ Rs. 4.00 lacs per annum.
  • Education loan is admissible @ 3% rate of interest.

  • The rate of interest on the loan is (for Credit line-I) upto 6% per annum and (for credit line-II) rate of interest is upto 8% per annum. The schemes are run with the financial assistance provided by NMDFC, New Delhi.

SKILL DEVELOPMENT PROGRAMMES (TRAINING):-

The Corporation is providing free skill development trainings to the candidates belonging to scheduled Castes, Backward Classes, Minorities and dependent of Safaikaramcharis. The Corporation is also providing stipend to the target group @ Rs. 1000/- p.m. having Annual Family income below Rs. 4,50,000/-. All the trainings are job linked. After completion of training either the trainee get job or start the own work after getting financial assistance from this Chandigarh Scheduled Castes, Backward Classes & Minorities Financial and Development Corporation, Chandigarh.

Cash Award for the children of Safaikaramcharis

The Corporation is providing Cash Award of Rs. 30000/- per candidate to the children of Safaikaramcharis who secured 50% + marks in 10th or 10+2 class from any school. Annual Family Income of the candidate should not be exceed Rs. 2.50 lac, should be resident of Chandigarh and candidates belongs to Scheduled Castes family. Application forms are available at the Corporation’s office which can be had FREE OF COST.

ELIGIBILITY CRITERIA:

Applicants/Students fulfilling the following criteria, shall be eligible for benefit under the scheme:-

i) The parents of the applicant should belong to Scheduled Caste category and should be residing in Chandigarh for the last 3 years.

ii) Either or both parents of the applicant should be an employee of the Department/Board/Corporation of Chandigarh Administration/Other Governments/Private Sectors on regular/on temporary/on adhoc/on daily wages/on D.C. rates/ on out sourced or through contractor or private SafaiKaramcharies.

iii) The total annual family income of parents shall not exceed Rs.2,50,000/-.

iv) The applicant should have passed 10th or 12th class in first attempt from any school having 50% marks or above.

v) The applicant must have taken admission into the higher class/course in any of the Govt. / Govt. aided /Professional Educational Institutions/Colleges/ Schools.

vi) Application for the benefit under the scheme must be supported by requisite documentary proof such as the employer certificate from the Department where his/her parents are employed to the effect that his/her parents is/are SafaiKaramchari in the Office/Board/Corporation of the Chandigarh Administration/Other Governments/Private Sectors at least for the last one year, the copy of 10th or 12th pass certificate, copy of birth certificate etc. The authenticity of the employer certificate is subject to verification by Social Welfare Department from the concerned issuing authority.

vii) In case of private Safaikaramcharis, a certificate should be issued by the MD, CSCBCMFDC on the basis of Self Declaration by the applicant with supporting documents which should be verified by the Field Officers of the Corporation OR recommended by the area Councilor.

viii) The Director Social Welfare, UT Chandigarh shall be the Drawing and Disbursing Officer for the purpose. The Competent Authority shall make payment by demand draft or cheque.

PROCEDURE FOR APPLYING:

The applicant should apply in the prescribed format alongwith the required documents within four months from the date of result duly recommended by the Head of Educational Institution where he/she has taken admission.

F) Senior Citizen Home, Sector 15 Chandigarh

Senior Citizen Home, Sector 15 Chandigarh is managed by the professionals like Care Giver, Doctor’s, Para medical Staff, Counselors, Nodal Officers, Social Workers and is managed under the Rules and Regulations as approved by the Board of Directors. Grant in aid is provided by the Social Welfare Department, UT Chandigarh.

Beside above, we have deputed Staff Nurse, 2-MBBS doctors voluntarily make visits thrice in a week. One full time Counselor and Yoga Therapist also deputed for Senior Citizens.

Presently, there are 28 number of residents (15 Female + 13 Male) and there is provision to accommodate 32 senior citizens in the Senior Citizen Home, Sector 15 Chandigarh as there are 20 rooms available in the Home.

The criteria for taking admission in the Home is as under:-

  • The applicant should be poor and should not have any source of income/property.
  • He should be above the age of 60 yrs.
  • He should preferably be resident of Chandigarh.
  • No relative should be ready to look after him/her.

FREE OF COST Facilities to residents in the Home:-

  • All expenses on account of boarding and lodging are borne by the this Corporation.
  • The pocket money @ Rs.600/- p.m. to each resident is being provided.
  • Medical facilities are also provided to the residents as a dispensary has been opened alongwith laboratory facility.
  • Old Age Pension is also provided to all the residents

G) DAY CARE CENTRES FOR PERSONS WITH DISABLITIES,SECTOR 15, CHANDIGARH

Day Care Centre for Elderly Disabled has been setup in order to provide quality clinical and social services in a safe, supportive, and stimulating environment to those elderly disabled adults who cannot remain alone, but do not require 24-hour residential care. The staff at the Center promotes hope and support to the aging and disabled and at the same time, strives to promote wellness, independence, and dignity.

Deptt.of Social Welfare, Chandigarh Administration has setup this centre with an aim of promoting “Ageing With Joy& Dignity”, it provides social & emotional support, psychological counselling, recreational activities etc.

This ambitious and innovative project provides comprehensive facilities for the older persons – ranging from- diet, nutrition & fitness, recreational area, Computer rooms and library, dining halls etc. A fully equipped Day Care Centre for use of disabled senior citizens of Chandigarh is providing much needed avenue for interaction and social support.

Periodic health check up of its members will be done. There is library, Computer training, indoor games, TV facility for the senior disabled citizens. Further classes for healthy ageing: Meditation, Pranayam, Yogasanas, Lectures are proposed.

A qualified team of experts comprising Doctor, Counsellor, Attendants etc. are working for empowerment of disabled older persons, giving attention to the protection of their rights, their participation in society and the Promotion of a positive image of ageing. The Centre promotes a home-like atmosphere, offering a bright, clean, and cheery environment.

The members participate in different psychologically satisfying and socially meaningful activities. Some of the facilities which are being provided include:-

“Senior Citizen day care centers for persons with Disabilities offers a win/win situation for everyone in the family-not only the member who attends the program, but also for the family-not only the member who attends the program, but also for the family member who has primary responsibility as caregiver. Day care provides a much-needed respite for the caregiver, affording a break from the physical demands and stress of providing round-the-clock care”.

For the participant, Senior Citizen day care centers for Persons with Disabilities benefits can be extensive:

  • Socialization and peer support
  • Nutritious meals and snacks

The modality of Senior Citizen Day Care Centres for Persons with Disabilities has been envisioned to offer a solution to many problems faced by Senior Citizens with Special Needs. Spending about 4-5 hours a day here among the peers is responded so that they have a great cathartic value-good for the Senior Citizen with Special Needs, good for the family and good for the community. The activities of the centre are both development and welfare-oriented. This day centre also addresses the needs of such aged persons who lack adequate family support.

It also acts as a common platform for Senior Citizens with Special Needs living in Chandigarh. All the registered members are given identify card. Members would spend about 4-5 hours a day and participate in different psychologically satisfying and socially meaningful activities.

H) SENIOR CITIZEN HELPLINE, EMPOWERMENT BUILDING, SECTOR 19-B, CHANDIGARH

The Administrator U.T. Chandigarh designate Women and Child Helpline as Helpline for the Senior Citizen. This telephone No. 181 is functional 24X 7 and Chandigarh Scheduled Castes, Backward Classes & Minorities Financial & Development Corporation Ltd. Chandigarh has been given the overall charge for providing necessary infrastructure and staff.

Accordingly, the Corporation has appointed 2 Counselors and 2 Team Members for counseling services to the Senior Citizens. The Counselor can refer the cases of Senior Citizens to Govt. Medical College and Hospital Sector 32 Chd and State Legal Services Authority for medical aid/legal services in case of emergency. This has been made functional during the month of August, 2013.
